Development of local clusters and global value chains:Diagnosis, theoretical review and methodological justification of the encadena program evaluation Ecuador

Abstract
This article presents a theoretical review and the methodological justification for the evaluation of the development program of local clusters (CL) and value chains (CV) called Encadena-Ecuador in the period between 2007-2017. In this period, a public program aimed at the productive development of the intermediate industry was implemented with the purpose of generating favorable conditions for the insertion of the CL and the CVs to the so-called global value chains (CVG) as a strategy to boost growth and growth. economic development of the countries. The objective of the work is to present the justification and relevance of the evaluation methodology implemented for the aforementioned program, in order to be able to analyze technically the advantages and disadvantages of the methodology used by the public institution in charge of said program. For the development of the work, an exploratory research methodology based on the review of the literature specialized in the subject has been used, focusing on presenting results on the importance of the study of the impact evaluation of the productive development programs of CL and CV. The main conclusion is that the productive development program Encadena-Ecuador, used a type of incompatible and insufficient evaluation with the profile and potential of the program, since a process evaluation was determined, when technically, it was convenient to apply an evaluation methodology of impact, in order to determine a causal effect in the program.
