Concertation of public and private capital as a fiscal policy for the solution of problems of dynamic inefficiency

Abstract
The investigation was oriented to analyze the coordination of public and private capital as a fiscal policy to solve the problems of dynamic inefficiency in the economy. The study is located within the qualitative epistemological framework, the interpretive paradigm. The type of research is analytical, based on a documentary and retrospective design. Twenty-five scientific articles from de Scopus database, related to the issue of concerting public and private capital and the problem of dynamic inefficiency of the economy, updated research on this matter at the international level, aspects that delimited the inclusion criteria, were used as sources of information. For the data processing, the content analysis technique was used, from which the codes, themes and sub-themes emerged, which allowed understanding the problem through the management of experiences in this matter. In this regard, the need to analyze the consequences of the lack of adaptation and continuous adjustment in the economic decisions of public spending, as well as the impact of collaboration between both sectors in projects of social interest, stands out. The pooling of public and private capital poses challenges in terms of governance, risk management, transparency and accountability. The goal is to achieve efficient and effective results in the provision of public goods and services, ensuring the benefit of society through a better allocation of public funds.
